Metal Fidgety Thingy

I seriously have no clue what this is. It was a stocking stuffer. It's kind of cool looking. I think you're supposed to do something with the ring to get it to the other side? Maybe? Maybe you know what this is. Maybe in your hands you can make it cool. Maybe you want to put it in someone else's stocking.
